That's weird spooky, not weird unusual.
My landlord provides us with free filtered internet access. Certain pages on this site (such as my user control panel and the "reply to post" page) are blocked as "Occult". This means I can use the "quick reply" form, but not the "quote message" form.
Of course, there are ways round internet filtering, and I use them, but it's still annoying.
The filtering is done at the ISP level. You may wish to complain to them @ Imagine.ie.
