Darwinism has always been the IDEOLOGICAL DOCTRINE that justifies the policies of a very wide variety of different governments. These are some examples :

DARWIN's Theory was the doctrinal base of:

1)COLONIAL EMPIRES - it gave an excuse to "superior european whites" to enslave and exploit other "inferior races"...

2)NAZISM- we all know about "the arian race " and the extermination of the other inferior races...

3)COMMUNISM - an atheist regime with deep roots in Darwinism

in a way of looking at it....the way we think abut how a normal business starts, grows, gets bigger...is all wrapped up in a type of "business evolution", where a business starts up because the marketplace has an opening...the business grows as it is able to respond and change to meet the needs of people...and it gets bigger according to how it is able to respond better and faster to the changing times compared to other business do.

Most of our lives are centered at some point or another in the idea that via-evolution, things and people will get better.
In school, we expect that the smarter kids that work the hardest will advance past the duller and poorer students, get better grades, and move onto a better future...this is evolution.

so the concept of "Evolution"is not strange to any of us.....we have it built-in to how we expect things to go.

you cannot use the term 'always' given the fact that many governments, too numerous to mention, existed and governed long before Darwin penned his theory.
