No he isn't. According to Evangelical/ Calvinistic theology, any soul that goes to Hell is because that is what that soul deserved. God did not select those souls to save with His grace, and therefore they were created for ****ation anyway. Any soul that God wants to save will be saved. Just as the salvation of souls can only be attributed to God's sovereign will, the ****ation of souls cannot be attributed to a single person except the ****ed soul that God chose not to save.
